Where health data is allowed to sit is settled before the clinical system is chosen. Federal Law No. 2 of 2019 on the use of information and communications technology in health fields restricts the storage and processing of health data generated in the state outside it, so hosting location, disaster recovery location and remote support access are architecture decisions taken at the start rather than procurement details settled at the end. Health information exchange is national infrastructure here too: providers submit to Malaffi in Abu Dhabi, NABIDH in Dubai and Riayati federally, in defined formats, so an interface written to a private convention has a rebuild already scheduled.

Regulation is federal and emirate level at once. MOHAP, the Department of Health in Abu Dhabi and the Dubai Health Authority each license and oversee facilities in their own jurisdiction, so which rules apply depends on where the facility sits rather than on the group operating it. Abu Dhabi entities work to ADHICS, the healthcare information and cyber security standard issued by the Department of Health, which sets controls covering governance, access and asset management. Establishing early which authority a facility answers to keeps that work out of the weeks before handover.
