Products and installers working on those systems are subject to approval in their own right, which means specifying an unlisted product is a programme risk before it is a technical one.

Which authority approves the work depends on where the building sits. Dubai Municipality, Trakhees in certain Dubai free zones, and the municipal authorities in Abu Dhabi and the northern emirates each run their own permitting sequence, so the approval route is confirmed at design rather than assumed from a previous project. Sustainability regulation reaches the technology package directly: Al Sa'fat in Dubai and the Estidama Pearl rating in Abu Dhabi put metering, controls and commissioning evidence in scope. Riser capacity, containment and communications room positions are fixed during shell and core, and ambient temperature makes cooling provision a design input rather than a contingency.
